"In Western Europe ‘diversity and equality are valued as core-elements of the European collective identity’ (Centre for Research in Ethnic Relations, 2002). Respect for diversity is normally interpreted as according equal respect to the beliefs and values of different cultures.Tensions have arisen however between the diversity agenda and another cherished ideal, social inclusion. The social inclusion agenda places emphasis on what is common or shared between these various cultures. Citizenship education has been given a prominent place in the education systems of Western democracies because it addresses both the ideals of diversity and social inclusion. An important aim of citizenship education is the development of an understanding of and respect for diversity whilst at the same time emphasising the idea of a common citizenship shared by people from diverse cultures and backgrounds. This article explores some of the issues arising from these conflicting expectations of citizenship education with particular reference to Northern Ireland. It will argue that there are lessons to be learned by other European countries from the Northern Ireland experience. "
