Abstract |
The aim of this Cedefop report is to improve our understanding of how vocational qualifications are constructed and renewed. This is done by comparing how qualifications standards are defined and redefined in the 32 countries taking part in the Education and training 2010 programme. Qualifications standards are the norms and specifications regulating the award of a certificate or diploma. By focusing on qualifications standards we indirectly ask the fundamental question of how to increase the overall relevance and quality of qualifications. A common concern in most of the countries covered by the study is whether qualifications are able to respond to the needs of the individuals and the enterprises they are ultimately supposed to serve. Do qualifications provide the level of knowledge, skills and competence required by a service and technology intensive labour market? Are these qualifications being renewed at a rate and in such a way that they provide individuals with the specific skills and the transversal key competences they need to tackle rapid change? (...)
