"Since the early 1990s, decentralisation of decision-making has been a characteristic feature of Finnish society in general and specifically in educational policy. The national core curricula give the framework within which local providers have the freedom to focus education and
training according to local and regional needs. National evaluations have replaced the inspection system. Local responsibility and the trust in competent teachers is a fundamental aspect of Finnish decentralisation.
The main challenges for Finnish VET are the quality of training and the attractiveness of VET. The development of Finnish VET is based on the basic philosophy of qualitatively equal education and training throughout the country. Improving guidance and counselling is an
important part of the strategy to make VET more attractive."
