"The yearbook contains the opinions and experiences from the European Training Foundation’s activities and pilot projects in 30 partner countries. Each author brings in a different focus, but there are common issues such as the dual role teachers and trainers have in the education and training system and the need to broaden the role of teachers. Teachers are now more like co-writers and editors of the learning material and policies, not only messengers. Teaching doesn’t just happen in isolation, but in a learning environment which is a highly complex social institution. However, schools in European Union countries seem to be untouched by these changes. One theory of why this is so, is that teachers have not been willing or able to meet the challenges of change. The yearbook argues that teacher development should be part of school improvement and that their professional experience should be integrated into training institutions and into their daily work.
