"The international context and the increasing attention given to the issue of quality in ECCE is first noted. The national context within which this review takes place is then examined in some detail. This includes looking at the growing interest and reference to quality in policy documents over the last decade, the variety of initiatives that have emerged to raise practitioner standards and the limited research that has been conducted around the issue of quality in Ireland. The context of the review is outlined as is the value of conducting cross-national research. The rationale for the choice of countries included in this review is discussed. Finally, the outline of the remainder of the report is discussed at the end of this chapter."
