Abstract |
"Educational policy in France is based on the promotion of equality and secularism and the combating of inequality in primary and secondary public education. In this regard, Priority Education was set up to deal with educational, language and social disadvantage of immigrant learners or children of disadvantaged socio-economic backgrounds. In spite of the efforts to promote equal opportunity within education, the data presented suggests that inequalities among learners persist at all levels of the schooling system and that priority education may in fact contribute towards producing and reproducing inequalities and discrimination. In this regard, the senior editor of the National Centre of Pedagogical Documentation recently stated that rather than fulfilling its mandate as a vehicle for promoting social equality among the working classes, the school has become a place where learners and educators grapple with the complexity of broader social problems of inequality, discrimination and violence, produced and re-produced in its midst. (Bier, 2000) Research studies on the situation of nationals of “immigrant descent‷0i0k0i0n0d0x in schools have corroborated these findings and point to the problems related to the concentration of pupils of disadvantaged socio-economic backgrounds and disqualified origins in innercity neighbourhood schools."
