Abstract |
Some attributes of policies for achieving equality of opportunity are discussed together with their rationales. The significance of inequality and the role of education are brought together to rehearse the crux of the issue and indicate why such importance has been attached to the debates and studies of equality of opportunity. Aspects of the theories that support different views are considered and distinctions drawn between equality, equality of opportunity, and equity. Brief reference is made to the research basis for the study of the topic and some scientific and political issues involved in conducting this research. The case for a redistribution of resources to provide for more later learning opportunities is discussed. Both theory and practice show the difficulties of giving the race a fair start. In contrast a number of valuable advantages resulting from continuing efforts to redress imbalances are noted. The reconsideration raises again the question as to whether educational systems create inequalities or may be used to minimize them.
